Electric Vehicle Congestion Charge: PCO and private hire drivers

Since 2nd January 2026, there have been some significant changes made on Congestion Charges for electric vehicles (EV).  Therefore, it is crucial that all PCO and private hire drivers are aware of this change.

Previously, electric vehicles were exempt from Congestion Charges and received 100% Cleaner Vehicle Discount, until now. 

PCO and private hire drivers have been able to drive into central London without paying Congestion Charges; however, this full exemption has ended on 25th December 2025 and from 2nd January 2026, all PCO and private hire drivers will need to pay Congestion Charge when driving into central London.

Congestion Charge changes for EVs – from 2026

From 2nd January electric vehicles have moved to the new Cleaner Vehicle Discount and PCO and private hire drivers will need to pay Congestion Charges.  However, PCO and private hire drivers who have green vehicle (eco-friendly) will pay less than hybrid electric vehicle (HEV), plug-in hybrid electric vehicle (PHEV), petrol or diesel cars, as this as confirmed by the Mayor of London.

Changes from January 2026:

  • Standard Congestion Charge is £18 per day.
  • Electric vehicle drivers will get a 25% discount with Auto pay and the daily charge will be reduced to £13.50.
  • Electric van drivers will get a 50% discount with Auto pay.
  • If PCO and private hire driver with electric vehicle have not set up Auto pay, then full Congestion Charge of £18 will need to be paid (no discount will apply).

Congestions Charge Zone and times:

When driving in central London, PCO and private hire drivers must be careful and beware of the Congestion Charge Zone timetables.

  • Monday to Friday – 07:00am till 18:00pm
  • Weekends (Sat/Sun) and Bank Holidays – 12:00pm till 18:00pm
  • Christmas Day and New Year’s Day – No charge (FREE)

Overall, driving electric vehicles in central London is still cheaper for PCO and private hire drivers than other vehicles as you pay less Congestion Charge when paying with Auto pay and that makes it cost-effective.
